Smt. Krishna Tirath holds Consultative meeting on Strategies to Eliminate Violence against Women

Smt. Krishna Tirath, Minister for Women and Child Development held consultations with civil society organizations, women’s activists, legal experts, jurists, representatives from NCW, NCPCR, Planning Commission, and government officials here today in order to design strategies to eliminate violence against women.

Outlining the agenda for the consultation, the Minister said that the suggestions may include improving the law and order of the city and various parts of the country, amendments in existing laws, if any, need for new laws, gender senstisation of the youth, enhancing awareness regarding the laws in the society, issues regarding implementation of various schemes and laws, and their effective monitoring, and related issues. 

Various suggestions were put forward by the participants. These included issues such as more effective preventive measures for enhanced safety and security of women, need for a crime protection plan, gender sensitizations through amended curricula which could begin from the early school levels, gender sensitization of the police particularly and those that handle cases of assault and violence against women at various levels including the police, judiciary and health officials, and need to urgently amend laws to remove the lacunae in many laws. Participants were also of the view that narrow definition of the word ‘rape’ in some laws needs to be amended, and a more inclusive definition to cover various other types of sexual crimes needs to be incorporated in the laws. Some participants raised the need for more effective police reforms such that accountability is fixed on the erring officials speedily and to prevent political interference and intervention in cases of violence against women. A Standard Operating Procedure (SOP) for the police and the concerned officials handling such cases needs to be prepared, some were of the opinion. 

Participants also raised the issue of rehabilitation and compensation of victims of assault and violence, including rape. State support for treatment of acid attack victims needs to be taken up seriously and actively by the government, many suggested. The violation of women’s rights in conflict zones and violence by armed forces and State paramilitary and non-State armed forces was also discussed. The increased number of cases of violence against women in rescue homes was alarming, the participants stated. Strict registration and effective inspection of these therefore need to be ensured, they said. 

Participants were also of the view that most public spaces are not designed to be women friendly. Street lighting in many cities of India was extremely poor, they said. Also, the absence of women’s toilets was a cause of serious concern to women’s safety, some stated. The difficulties were exaggerated in case of disabled women, it was noted. 

Participants urged political parties to not give membership and tickets to persons with criminal records. There were also suggestions for gender-sensitivity training of public representatives.

Miss Lovely in Cannes



Ashim Ahluwalia's Miss Lovely is the only Indian entry at 65th Cannes International Film Festival. The film will be shown as part of Un Regard Section of the festival, where films of different visions and styles are carefully chosen.Udaan made it to the same category. Set in the mid-80s, the film is about two brothers who make C-grade horror and sleazy films.
Is he talking about Kanti Shah and Kishan Shah? “Not specifically because they started in the 90s while my film is based in the 80s but yes they were one of the inspirations in writing the characters of Sonu and Vicky Duggal,” says Ashim. He says 80s were more risqué times as Internet was not there and Censor control was not as tight. It allowed these filmmakers to make interpolations by mixing porn material into their sleazy stuff. As pornography is illegal in the country, it made the filmmakers criminals in the eyes of law. A creative person considered as a criminal is an interesting idea to explore. Also, illegality ensured that sex racket and underworld became intrinsic parts of this kind of cinema.” With ex-convicts, pimps and prostitutes coming into the frame, Ashim says, elements of tension and danger run parallel to the family business and relationship between two brothers.
The film is intrinsically Indian but Ashim feels its international appeal lies in the fact it looks beyond what the world expects out of Indian films. “For the West, Indian cinema is either Satyajit Ray's school boy or Bollywood's song and dance. The way Miss Lovely is shot, it is very art house. Many of the scenes are shot through the wine glasses and legs in the classic 80s style to create the mood and atmosphere. My training hasn't happened on film sets. I have learnt through documentaries. I don't like to cheat. If I had to make a pot-boiler, I would have sold the idea to a Bollywood producer, who would have asked me to bring a star first. I don't want to work that way. Also, I don't see these films as laughing material and rather admire these directors as original independent filmmakers of their times,” says the student of New York's Bard College.
More and more directors are rewinding to 80s, an era about, which we used to feel embarrassed till a few years back. Ashim agrees. “I also felt embarrassed. But the fact is that it was something uniquely Indian and it is something that we are releasing now when in the globalised scenario there is hardly any difference between a Hollywood and a Bollywood potboiler. The film also captures this transition from the celluloid era of the 80s to the digital age that took off in the 90s.”
The kernel was sown in 2000, when Ashim was working on a documentary on the making of sleazy films. “Using the making of Maut Ka Chehra, a C-grade sleazy horror film as the base, it was an attempt to look into the underbelly of the film industry. I had collected enough material and it was then that I came in touch with Kanti and Kishen Shah, Joginder, Satnam Kaur, Sapna… but nobody was ready to speak on camera and ultimately I had to shelve the project.” He moved on to make John & Jane, a documentary on call centres, which won the National Award for best film in the non- feature film section. “The film was screened at Toronto and Berlin film festivals and the acclaim it got ensured that I was able to raise money from German and Japanese producers for making a feature film out of the research material I had.” It is for this reason, he emphasises that screening at Cannes is crucial. “If international audience like it, it opens avenues outside the traditional sources of raising money for ideas, which don't fit in the accepted box office framework.”
Ashim claims he had sent the script of Miss Lovely to Balaji Motion Pictures, which was looking for the so-called offbeat subjects for consideration, but it was rejected. “I was told that they would not like to make a film on such a subject but soon we saw a film like The Dirty Picture produced by Balaji.”
After more than a year-long audition process, he cast Nawazuddin Siddiqui, who recently delivered an explosive performance in Kahaani, in the lead role of Sonu. “He had done films like Firaaq but nobody saw a leading role potential in him. To me he was a perfect fit for the role of the younger brother.” For the elder brother he cast Anil George, a known name on the theatre circuit, but as Ashim says somebody whom glamour world won't notice.
For now Ashim is more concerned about an international release than finding distributors in India. “I want as many people as possible to see it but right now I am answerable to my international producers. I hope somebody will pick it up in India. Things are changing here but not at the pace as one would expect. Here still you need a star to green light a project.”

Death is not a danger, death is entering into eternal rest -- or perhaps into another body. Death can be left till the time comes. Prithvi-II Missile Successfully Test- Fired


Army’s Strategic Forces Command (SFC) successfully test-fired the Prithvi-II missile from the DRDO range facility at Chandipur off the Odisha coast today. The entire trajectory of the missile was tracked by a battery of sophisticated radars, telemetry observation stations, electro-optic instruments and naval ships.

The Prithvi-II missile is equipped with advanced high accuracy navigation system and guided by an innovative guidance scheme. The improved Circular Error Probability (CEP) achieved is a testimony to the efficacy of this missile system.

An SFC spokesman said, “the flight conveys our preparedness to meet any eventuality”; The mission “fully validated our operational readiness”. With this launch the Army’s Strategic Forces Command has successfully carried out in operational conditions launches of all the variants of Prithvi and Agni missiles.

But at the same time I think this is a big social problem. World should know that the girl child is killed in the mothers woomb. The big gap is between girl and boy population. This has lead to these problems in India.

Goverment need to take some serious action towards this problem. Because this is the responsibility of the Indian government.

Black Money in Real Estate Sector,INDIA

In order to bring in transparency and also to provide for a uniform regulatory environment to enforce disclosure, fair practice and accountability norms towards transactions (buying or selling) in the real estate sector, the Ministry of Housing and Urban Poverty Alleviation is in the process of formulating a Real Estate (Regulation and Development) Bill. The said Bill proposes to set up Regulatory bodies in the States/Union Territories.. This was stated by Shri Ajay Maken, Union Minister of Housing & Urban Poverty Alleviation (HUPA), in the Lok Sabha today, in a written reply to a question by Shri Pradeep Majhi, Shri Arjun Meghwal & Shri Kishnbhai V Patel. 

The Minister stated that the Real Estate sector is widely perceived as vulnerable to generation and absorption of black money. Regulatory reforms in this sector can be an effective instrument for curbing the role of black money in the sector. 

The Minister further stated that the Ministry of Housing & Urban Poverty Alleviation had invited the views/comments/suggestions of the State Governments and other stakeholders at various stage of drafting the Bill. Four States viz., Tamil Nadu, Uttrakhand, Sikkim and Government of NCT of Delhi have not sent their responses on the draft legislation. The draft Bill has been prepared. However, no time frame can be assigned for its finalization at this stage, the Minister added.

Integration of Ayush in Health Care System under National Rural Health Mission,INDIA

After the launch of NRHM, the Ministry of Health and Family Welfare has taken several steps for strengthening health care facilities by integrating AYUSH systems in national health care delivery systems. The integration is facilitated by appointing or co-locating AYUSH doctors & supporting staff and creating infrastructure according to local needs. 

There were 640 districts, 6431 blocks and 638588 villages incorporating 605 District Hospitals (DHs), 4535 Community Health Centres (CHCs) and 23673 Primary Health Centres (PHCs) till March 2011. Out of these, AYUSH facilities had been co-located with 416 District Hospitals, 2942 Community Health Centres and 9559 Primary Health Centres during 2011. About 68.76% District hospitals had been co-located with AYUSH facilities till 2011. All the District hospitals existing in the states and union territories of Goa, Haryana, Jharkhand, Maharashtra, Mizoram, Sikkim, Tamil Nadu, Tripura, Lakshadweep and Puducherry had been co-located with AYUSH facilities, whereas, the states having more than 50% of the District hospitals co-located with AYUSH facilities were Chhattisgarh, Punjab, Madhya Pradesh, and Uttarakhand., There had been no co-location of AYUSH facilities in the Districts hospitals of the remaining 12 states and union territories. 

Nearly 65% Community Health Centre’s had been co-located with AYUSH facilities till 2011. All the CHCs existing in the states and union territories of Andhra Pradesh, Goa, Nagaland, Orissa, Manipur, Tamil Nadu, Uttar Pradesh, Uttarakhand, Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli, Daman & Diu, Lakshadweep and Puducherry had been co-located with AYUSH facilities., whereas, the states having more than 50% of the CHCs co-located with AYUSH facilities were Chhattisgarh, Haryana, Jharkhand, Maharashtra, Meghalaya, Punjab, Tripura and West Bengal. The states having more than 25% but less than 50% of the CHCs co-located with AYUSH facilities were Arunachal Pradesh, Gujarat and Rajasthan. The states having less than 25% CHCs co-located with AYUSH facilities were Madhya Pradesh only. No co-location of AYUSH facilities had been observed in CHCs in the remaining 8 states and union territories. 

About 40.4% Primary Health Centre’s had been co-located with AYUSH facilities till 2011. All the PHC existing in the Union Territory of D&N Haveli, Daman & Diu and Puducherry, Jammu and Kashmir, A& N Islands, and Lakshadweep have been co-located. The States/ Union Territories having more than 50% of the PHCs co-located with AYUSH facilities were Goa, Andhra Pradesh, Gujarat, Manipur, Orissa, Rajasthan, Tamilnadu and Tripura, States having more than 25% but less than 50% of the PHCs co-located with AYUSH facilities, were Karnataka, Meghalaya West Bengal, Chhattisgarh, Maharashtra, Uttar Pradesh and Punjab. The states and union territories having less than 25% of the Primary Health Centres co-located with AYUSH facilities were Arunachal Pradesh, Haryana, Himachal Pradesh, Madhya Pradesh and Uttarakhand.

Successful Flight Testing of AGNI-IV,INDIA


DRDO developed, 4000 kms range Nuclear Capable Ballistic Missile AGNI-IV, was successfully flight tested from Wheeler’s Island in Odisha today. This long range missile propelled by composite rocket motor technology, was tested for its full capability. The Agni-IV, launched from the road mobile launcher, reached the pre-defined target in about 20 minutes. The missile equipped with state of the art Avionics, 5th generation On Board Computer and with distributed architecture has the latest features to correct and guide for inflight disturbances. The most accurate Ring Laser Gyro based Inertial Navigation System (RINS) and supported by highly reliable redundant Micro Navigation System (MINGS), ensured the missile reach the target within two digit accuracy. The re-entry heat shield withstood temperatures of more than 3000 degree centigrade and made sure the avionics function normally with inside temperature less than 50 degree centigrade.

All Electro-Optical Tracking systems (EOTS), Radars located all along the coast have tracked and monitored all the parameters throughout the flight. Two ships located near the target point tracked the missile and witnessed the final event.

Dr. Vijay Kumar Saraswat, SA to RM, Secretary Dept of Defence R&D and DG DRDO, Shri Avinash Chander, Programme Director AGNI, DS & CC R&D (MSS) reviewed the total launch activities and guided the team. Smt Tessy Thomas, Project Director AGNI-IV led the team of scientists during the operation. Dr S.K. Chaudhuri, Director RCI, Shri A.K. Chakrabarti, Director DRDL, Dr V.G. Sekaran, Director ASL, Shri MVKV Prasad, Director ITR witnessed the launch.

Defence Minister Shri AK Antony congratulated all scientists of DRDO for the successful flight test of AGNI-IV.

Government responsibility

According to the Hindu mythology, human has 7 types of happiness in life. The most priority is given to health.

I see people living in the poverty and neediness. These people are also not able to earn a livelihood, so how can they spend heavily for the medical expenses.

The government responsibility is to take care of the health of the all citizens. The government needs to spend on the health.

If the government does not have funds then they should collect tax on health . Country need to spend at least 10% percent of its income on health.
